Initial Advice

1. ARCHDEACON INVOLVEMENT

An initial conversation to discuss idea and its wider impact i.e. does this fit into the Deanery wider plan.

2. EARLY INVESTIGATION

Basic groundwork to include: a review of title and covenants; initial discussion with the Registrar and review whether there is a consecrated church involved. Is this a pastoral scheme?

3. PARSONAGE INVOLVEMENT

Is the parsonage already engaged with the scheme? If not, why not? If so then is a progression to Houses Committee or Finance Committee appropriate at this stage? Is this a replacement scheme and should other contacts be engaged now?

4. OVERVIEW OF FINANCES

Is this a viable project? Are there clearly defined costs and has the project been fully scoped and priced? Is the cost of project management and control included along with costs of other probable professional fees such as solicitors and surveyors?

Parish finances may also need consideration- is the parish paying its Share requirement?

5. DAC/ CHURCH COMMISSIONERS

Does this fall under the jurisdiction of the DAC or the Church Commissioners?

6. LAND OWNERSHIP

• Benefice: Pastoral scheme, faculty
• Consecrated: By scheme

No authority if not through the Finance Committee and we can’t send legal documentation

Who else can advise e.g. technical/ historical?
What are the obligations as trustees? We have to be custodians…

7. RISKS

Have all the risks been considered and documented? Is there a standard form of content and would the Diocese be happy to sign the project off?

8. BUSINESS PLAN

Do we have a full business plan to read alongside the project outline; project financials and risk documentation?

9. RECOMMENDATION

Draft a final recommendation for the PCC to consider.
